Synatra skill authoring previously flowed out of CirceAura and could overwrite the external package. This change makes this repository the authored source and limits inbound updates to validated CLI/API runtime artifacts.

  • Add release preparation that validates hashes and allowed destinations before writing, preserves authored skills, and updates both plugin manifests together.
  • Retire outbound-sync provenance and document the revision-pinned consumer workflow.
  • Prepare version 0.3.8. The bundled CLI and generated references are unchanged from main; no plugin has been published.

Validation: five release-preparation tests and clean-install smoke pass. Both plugin manifests match. The catalog retains all 338 operation IDs.

Companion CirceAura work consumes pinned authored snapshots and replaces the old publisher with runtime export. Review this ownership boundary together with its cleanup/refactor PR. No application deployment is included.
